Eger, who also won this title in 2008, finished at 20-under-par 264.
Josh Geary carded a seven-under 64 to take second place at minus-18. Tom Glissmeyer (67) and Cesar Coello (66) shared third at 17-under-par 267.
Darren Griff, who was given the third-round lead when Jose de Jesus Rodriguez was disqualified for failing to sign his scorecard, closed with a one-under 70. He ended in a tie for fifth with Matt McQuillan (65).
Eger was well off the pace after he opened with eight consecutive pars. He finally made birdie at the ninth and carded his second birdie on the 12th.
The 29-year-old Canadian broke through a crowded leaderboard thanks to four straight birdies from the 14th. He headed to the last with a two-stroke lead and posted a closing par for his second Canadian Tour title.
"I just really enjoy playing here," Eger said. "I sort of tweaked my attitude coming into this week. It seems I've played frustrated for the past year and a half. Now I'm just trying to stay out of my own way. It seems to be working."
NOTES: Aaron Goldberg, who tops the tour's Order of Merit thanks to a pair of wins, closed with a two-under 69 to share seventh...Brock Mackenzie, No. 2 on the Order of Merit, shared 13th at minus-13 after a 69 of his own...Next week is the Canadian Tour Championship, where James Love won last year.
